Role Purpose

The Project Manager will lead the complete surveying and geotechnical instrumentation and monitoring (I&M) scope for underground metro and high-speed rail works in Abu Dhabi. The role is accountable for safe and timely mobilisation, installation, baseline establishment, data acquisition, quality control, engineering interpretation, Proqio database delivery, reporting, commercial administration, stakeholder coordination, and successful completion of contractual milestones.
Critical accountability: Ensure that abnormal trends, data-quality issues, discrepancies, irregularities, missing data, instrument faults, and trigger exceedances are reviewed and escalated before questionable data is approved or uploaded to Proqio.

Key Responsibilities

1. Project Leadership and Contract Delivery

  • Review and fully understand the approved project scope, employer’s requirements, specifications, drawings, BOQ, contract obligations, deliverables, interfaces, milestones, exclusions, and acceptance criteria.
  • Develop and maintain the project execution plan, instrumentation and survey programme, resource plan, procurement schedule, mobilisation plan, risk register, reporting matrix, and responsibility matrix.
  • Translate design requirements into executable site activities and ensure that monitoring works are implemented in accordance with approved drawings, method statements, inspection and test plans, and project procedures.
  • Monitor progress against baseline and look-ahead programmes; identify delays, constraints, and critical-path risks and implement recovery actions.
  • Ensure successful completion, testing, handover, and close-out of the scope in accordance with contractual milestones.

2. Technical Management of Surveying and I&M

  • Lead multidisciplinary survey, instrumentation, database, field engineering, installation, data-processing, and reporting teams.
  • Review monitoring designs, instrument selection, quantities, locations, installation orientation, reference systems, calibration requirements, baseline procedures, reading frequencies, and trigger levels.
  • Ensure correct installation, protection, identification, commissioning, baseline establishment, maintenance, calibration, and replacement of instruments.
  • Direct and coordinate monitoring associated with TBM tunnels, stations, shafts, cross passages, cut-and-cover works, utilities, adjacent buildings, bridges, viaducts, retaining systems, and deep excavations.
  • Ensure surveying controls, benchmarks, reference points, coordinate systems, levelling loops, total-station networks, and monitoring prisms are independently checked and remain stable.
  • Confirm that monitoring frequency is aligned with construction stage, risk level, approved Trigger Action Response Plan (TARP), and client requirements.

3. Engineering Interpretation and Data Governance

  • Review raw, validated, processed, and filtered survey and instrumentation data for completeness, accuracy, consistency, traceability, and engineering plausibility.
  • Correlate movement and response with construction activities, including TBM chainage and advance, face pressure, tail-void grouting, excavation stages, dewatering, strut or anchor installation and removal, and permanent structural works.
  • Assess settlement, heave, convergence, lateral movement, tilt, strain, load, groundwater pressure, vibration, acceleration, rate of change, and other relevant parameters against design predictions and trigger levels.
  • Approve documented processing methods—including moving average, median filtering, outlier assessment, temperature compensation, and drift checks—only when technically justified and permitted by the project procedure.
  • Ensure filtering or correction never masks genuine movement, structural response, instrument malfunction, or a threshold exceedance; preserve original raw data and a complete audit trail.
  • Lead investigations into discrepancies between manual and automatic readings, instruments and survey results, field observations and trends, or actual behaviour and design predictions.
  • Escalate significant findings promptly to the Project Director, client, designer, consultant, contractor, and relevant technical authorities in accordance with the communication and alert protocol.

4. Proqio and Monitoring-System Oversight

  • Oversee the configuration, verification, and operation of the Proqio monitoring database, dashboards, plans, cross-sections, charts, reports, trigger levels, notifications, user permissions, and audit trails.
  • Ensure instrument IDs, coordinates, chainages, elevations, units, calibration factors, baselines, reading frequencies, and alert thresholds are correct before data is released.
  • Establish a controlled workflow for data receipt, validation, engineering review, approval, upload, post-upload verification, correction, and reporting.
  • Ensure data availability, backups, cybersecurity compliance, controlled access, and reliable interfaces with automatic data loggers, gateways, survey systems, and authorised project servers.
  • Maintain a discrepancy and data-quality register showing the issue, responsible party, action, approval, resolution, and close-out date.

5. Construction Sequence and Risk Management

  • Maintain a sound understanding of the construction sequence and structural behaviour of bored and cut-and-cover tunnels, underground stations, shafts, deep excavations, diaphragm and secant pile walls, struts, ground anchors, slabs, columns, and temporary and permanent works.
  • Understand the expected deformation of soil, rock, steel supports, reinforced-concrete elements, and nearby assets, and compare measured performance with design assumptions and finite-element predictions.
  • Review PLAXIS or other finite-element model outputs, predicted deformation envelopes, sensitivity cases, and monitoring trigger values in coordination with the designer and geotechnical/structural specialists.
  • Maintain the project risk register and identify technical, safety, programme, interface, material, data, resource, and commercial risks before they affect delivery.
  • Implement and enforce the Alert-Action-Alarm/TARP process, including immediate notification, verification, increased monitoring, engineering assessment, action tracking, and close-out.

6. Client, Consultant and Stakeholder Management

  • Act as the primary interface for the client, engineer/consultant, designer, main contractor, specialist subcontractors, authorities, and internal management for the monitoring scope.
  • Chair and participate in progress, technical, design, risk, data-review, alert, commercial, and coordination meetings.
  • Present complex monitoring trends, discrepancies, risks, and recommended actions clearly to technical and non-technical stakeholders.
  • Record and issue minutes of meeting, maintain action trackers, and upload approved records to the designated document-control system.
  • Build strong working relationships and maintain consistent customer communication, transparency, and service quality.

7. Planning, Resources, Procurement and Site Control

  • Plan and manage manpower, shift rosters, specialist support, plant, tools, access, permits, logistics, and site interfaces for day and night operations.
  • Review material submittals, procurement status, manufacturing, factory acceptance, shipment, delivery, storage, inspection, calibration certificates, and availability against the installation programme.
  • Verify BOQ quantities, track installed and balance quantities, control wastage, and forecast material and resource requirements.
  • Ensure all team members are competent, trained, briefed, and deployed in accordance with approved procedures and UAE project conditions.
  • Enforce health, safety, quality, environmental, security, and permit-to-work requirements across all project activities.

8. Reporting, Commercial Administration and Close-out

  • Review and approve daily, weekly, monthly, exception, alert, trend, and interpretative monitoring reports before submission.
  • Submit accurate progress reports covering installation, data availability, monitoring results, alerts, constraints, risks, procurement, resources, commercial status, and recovery actions.
  • Coordinate monthly progress measurement, payment applications, supporting records, variations, claims, change orders, and commercial correspondence with the commercial team.
  • Ensure deliverables pass internal quality checks and are submitted within contractual timelines.
  • Maintain complete project records, including approvals, photographs, installation logs, calibration certificates, raw data, reports, meeting minutes, correspondence, lessons learned, and handover documents.
  • Document project progress, technical achievements, case studies, photographs, innovations, and lessons learned for authorised corporate knowledge and marketing use.

Decision and Escalation Authority

  • Stop or hold the release of questionable data or reports pending verification and approval.
  • Escalate confirmed or suspected threshold exceedances immediately in accordance with the approved notification matrix.
  • Direct repeat readings, independent survey checks, field inspection, instrument testing, increased monitoring frequency, or specialist review where data reliability or asset safety may be affected.
  • Recommend corrective action, additional instrumentation, design review, construction-sequence changes, or specialist analysis; implementation remains subject to the project’s formal approval process.

Required Qualifications and Experience

  • Bachelor’s degree in Civil, Structural, Geotechnical Engineering, Surveying/Geomatics, or a closely related discipline. A relevant postgraduate degree is an advantage.
  • Minimum 5 years of relevant experience, including responsibility for major underground infrastructure, metro, railway, tunnelling, deep excavation, structural health monitoring, or complex civil works.
  • Demonstrated experience managing survey and instrumentation teams, specialist subcontractors, monitoring databases, and client/consultant interfaces.
  • Hands-on understanding of geotechnical and structural instruments, their behaviour, installation orientation, calibration, commissioning, baseline establishment, maintenance, and data limitations.
  • Experience interpreting monitoring results against design predictions, construction progress, trigger values, and finite-element analysis.
  • UAE or Middle East rail/infrastructure experience is preferred.

Technical Knowledge

  • Underground metro and high-speed rail construction methods, TBM operations, deep excavations, temporary works, dewatering, retaining systems, concrete structures, and structural steel behaviour.
  • Survey monitoring, precise levelling, total-station systems, GNSS, coordinate control, and survey-quality checks.
  • Inclinometers, extensometers, piezometers, tiltmeters, crack/joint meters, strain gauges, load cells, pressure cells, convergence systems, vibration monitors, accelerometers, data loggers, and automated systems.
  • Proqio or comparable web-based monitoring platforms, dashboard configuration, alarms, access control, reporting, and data-audit requirements.
  • PLAXIS and/or other finite-element analysis outputs; ability to discuss model assumptions and measured-versus-predicted behaviour with designers.
  • Data analytics, trend interpretation, rate-of-change analysis, moving averages and other approved filters, Excel, and preferably Power BI, GIS, CAD, SQL, or Python.
  • Project planning, cost control, BOQ administration, quality management, document control, risk management, and contract administration.

Working Conditions

  • Flexible to work day or night shifts, weekends, extended hours, or emergency monitoring periods according to UAE site conditions and critical construction activities.
  • Willing to work from site offices, monitoring control rooms, underground work areas, or client/consultant offices as required.
  • Able to attend urgent alert reviews and coordinate multidisciplinary actions outside normal working hours when project safety or continuity requires it.
  • Must comply with all UAE labour requirements and project-specific health, safety, environmental, security, and confidentiality procedures.
